A few web services provide UDP AIS data for free, but all will require you to provide your own AIS data in exchange. Paid accounts seem to be available for raw data.
AISDispatcher is a tool to forward data from one AIS receiver to multiple destinations, so if you don't have AIS data to start with, it won't be useful.
To get your own AIS data (assuming you live near the sea), you can either user a commercial AIS receiver that supports UDP. Alternatively, there are quite a few tutorials about using low cost USB Dongle to make a DIY AIS receiver, including using a Raspberry Pi.
